when you apply PSQL licenses on Win7 (and apparently Vista) you have to run with elevated privileges; if you're logged in as non-limited account, the following is enough to apply licenses:
To add licenses to Pervasive, open up the “License Administrator” either on a client or the server (Note, Pervasive Versions 9 and 10 are very similar to Version 8 for adding Pervasive licenses):
Enter the name of your “server” and click the Connect button. Note, you may be prompted for the Administrator user and Password.
(For Linux servers, type in the server name in the computer name field. The username is: admin and the password is left blank. Then click the connect button).
Type your license into the license key field and click the Apply License Key button. You should see the new license count take effect immediately.
Version 2000i of Pervasive uses an actual license file as opposed to a license code. This license file is called UCMGR.KEY. To apply Pervasive Licenses for Pervasive 2000i, I suggest you copy the UCMGR.KEY file to a floppy disk, or place it in a folder off of the root of the server's C: drive.
To apply the license file for Pervasive 2000i, first go to the Pervasive User Count Administrator on the file server that is running Pervasive:
Then in the License key path, browse to where you have copied the UCMGR.KEY file that contains your Pervasive 2000i License
When you click the Add Liccense button, you should be notified that your Pervasive 2000i License has been added correctly
